the politicians figured out that it wasn't a make it or break it issue for the upcoming election, so it went to the back burner until they feel that it is in their best political interest to bring it up again

the government has outsourced the resolution of this problem to a bunch of mexican consultants. apparently, they'll work for much cheaper.
